Does CEL work?  Any DTCs?  Condition of ECT sensor?  Oxygen Sensor?

235/55 tyres will reduce your fuel economy, they will also cause your mileometer to read low so you may be miscalculating.

You should be getting way better mileage.  Disconnect the battery and hopefully your ecu gets reset and you may get an error code.  Sounds like you are in "limp home" mode

Remember your odometer is off 6.54% by having 235/75/15 tires vs 205/75/15. Say you get 200 miles on your odometer. Multiply that by 1.0654 to get the new mileage reading and divide that by the amount of fuel you used.

For what it's worth, my '95 16V (2dr) kick with a winch bumper, winch, lift, roof rack, hard top, rock sliders, 235s and MT tires generally has been getting about 19 to 20 MPG.

That's what I get as well with 31's, 4" lift, tube bumpers, etc.

Works well off road though

What tire presure are you running?  My Tracker is the most sensitive vehicle to tire pressure I have ever owned.  It is '96 2dr 16V with 225's.  At the "factory recommended" (sticker) pressure of 23psi it gets about 22mpg.  If I bump that up to 32psi, it gets about 28mpg (but it rides like a brick).
