locking hub problems

took the front end apart to service when i went to put it back together the axle shafts dont stick far enough out to get the snap ring on to hold the hub on.  what did i do wrong or what can i do?

thread a bolt in the end of the axle , grab it with pliers it will pull out to where you need it to be
