Currently I do not have a muffler on my tracker, do I need one when I go off road?

It all depends on a few things:
#1 If Arizona law requires it, then yes you do.
#2 If you don't mind the sound, then no unless #1 is yes.
#3 If your wheelin' pals don't mind the sound, then no unless #1 or #2 is yes.
If you are concerned about legality then you should contact whoever is in charge of offroad areas in Arizona. In Oregon we have laws about noise and spark arresters for different vehicles, and I would think all states do.
So how loud is it w/ no muffler? Does the exhaust run all the way out the back still?

Yes it runs all the way out the back, and it sounds like your average rice burner which are very common here in AZ. Who should I contact to find out if its legal or not?

Check local DMV regulations.....
Obviously if you are driving on highways you are going to need one...
But if it is offroad only...how will they find out?

you should really consider the exhaust gasses too, not just the sound. Should get something cheap thrown on there

I always thought mine was to loud after I upgraded to a better system....
and that is with some sound proofing done....
W/o a muffler I couldn't hear my self think.....
(and then i couldn't hear the oh so evil voices)
But I prefer a quite car, less attention is always better
