I got some used wheels off of Ebay and now I want to scuff em up and paint em black.
Q#1. What's the best way to scuff these up
Q#2. What is the best product to paint these
Q#3. Do I need primer?
Q#4. Is using POR-15 going overboard for a DD?
With the tires I was wondering if some scratching or a little bit of tearing away of the outside rubber will effect anything.

I've heard from some buddies at work that les schwab will sand blast and powder coat for like 20 a wheel but anyways I used a wire wheel and tiger paw with my 4inch peanut grinder and some light wet dry sand paper... When I sanded my wheels, now I have a hand held sand blaster so it makes things easier but my old ford steel mag wheels turned out really well with the wire wheel, tiger paw and sand paper

It depends on what the wheels are coated with now. Are they painted or powder coated? Powder coating is very difficult to get off. I like to use a scotchbright pad to scuff the surface you are painting, then I use rustoleum primer and high-temp spray paint. It holds up pretty well and is easy to touch up if needed later. Just make sure you scuff everywhere you want paint to stick and then clean/wash them really well before painting them to make sure you have a clean, dry surface...
Unless they are in really rough shape, you really don't have to worry about stripping them to bare metal. Just scuff the finish that's on them and the paint will stick just fine.

Currently they're chrome... The three aren't too bad, but on the 4th wheel it's starting to bubble and chip so I figured I would paint em all. What about POR-15. Is that too much mula for a DD. I heard it's pretty tough, but a little pricey. And you have to buy the top coat since the POR-15 is UV sensitive. If I use paint... Will any rustoleum do?

You'll have to scuff the chrome really well before ANYTHING will stick to it. All the wheels I've painted have been white painted or white powder coated, I haven't tried to paint chrome wheels yet.
I do know that my previous attempts to paint other chrome surfaces weren't very successful... ::)

By the way.... What's a Tiger Paw? Has anyone had any experience with Muriatic Acid? Heard this stuff strips pretty well.

hand sandblasting unit from Harbor Freight -- works with fine sand and cheapo- low-capacity compressor

...an etchant primer - available at most autoparts stores

Probably unless you have some laying around. Very Expensive!

I have done all my wheels (sandblasted) with the tires mounted. The tough part is masking the tires for painting.

tiger paw is basically a flapper wheel for a die grinder folded out onto a 4inch grinding wheel.

I'd have to actually go out and read the label to see what its name is LOl on the job we just call them tiger paws what ive always called them
