Title: best rust eliminator

What is the best rust eliminator, there are a few spots on my floor i want to hit before i herculine it... id rather not cut it out because its not horrible i just want to stop it from above and underneath... ive never had to stop rust before so i dont know what works best...thanks

I see por-15 mentioned consistently as a remedy to stop rust from spreading. There is another setup called the eastwood rust eliminator that has been mentioned a few times as well.
