Title: sammy emissions

Hey first time poster.... long time reader!
I'v been reading on emission testing and q&a on getting 1.3 carbed to pass.
this is what I got. SORRY FOR LONG POST
My sammy has alway done well blown clean test, i've owned it for 4 years, rebuilt from the inside out,remanufactored carb haven't even put more than 8k road mile on it in 4 years. changed the plugs, trimmed and checked vacumm lines for leaks,changed the oil.
no smoke, runs like a top

It's always passed on the dyno until now.they tried it again on the 2 speed idle
my HC was off the page!!!!

this is what it read:

now, i've been reading a few fixes,
1- carb too lean. ok.i found the screw which way do i adjust it? counter or clock wise-       how far
2- oil- changed the old\filter- for the first time i used mobil 5-40 blend, i've always used castrol 10-40 before-  is it the oil?
