could it be a dirty carb, possibly linkage, and the choke?

Fast Idle adjustment ?? Download the FSM for the Samurai and go through the fault finding stuff on the carb pages

My 90 tracker goes up to 2,000 rpm at cold start...drives me nuts.  Once it warms up it will go down to normal.

lol, fast idle, its supposed to do that. with carbs theres an automatic choke, and basically runs the motor rich untill the heat of the exhaust warms up the the thirmostatic coil, the thirmostatic coil is what controlls the throttle plate when its cold......in turn warming ur engine up.
