Does anybody know if the ring and pinion from a 1999 Tracker (2.0) can be installed in a 1988 samurai?

I doubt it.  I don't think the 89-98 sidekicks were even compatible for the r+p's of the samurai's.

The fronts R&P's of the older Kicks fit the sammy, but I don't know about the 99 and up versions...

The rear never did fit.
