ok so on my 94 tracker I went to remove my rear a-arm spacer to go down to local welder to have a better one fabed up... needless to say 2 of the bolts broke off in the rear diff... any ideas for getting them out?

the old fashioned way i guess..drill and tap

The carrier itself is tapped for the bolt to go into. Is that where the bolt broke? If you can't get it out, you might need to replace the carrier/third member.

They broke where the stock A arm bolts onto the diff... now that I think about it, why couldnt I just weld my spacer onto the diff, and bolt the top? hmmmm

If there's room you could weld bolts to the broken off ones and get them out that way. Or you could bet reverse drill bits. Sometimes the reverse bits will just twist them right out.

Third member bolts or trailing arm bolts - if there is anything to grab on to, the first thing that you should try is to heat the stub up with a propane torch a little. The heat will release the Locktite that might be holding things together. My guess is the bolts broke off inside the threaded section, right? >:(
As others have suggested, you can try drilling down the center of the bolt, then inserting one of those tapered bolt extractors (available at the hardware store or finer tool shops) and try backing the remaining stub out. Usually it works.

that happened to me aswell, i got lucky and there was enough stud sticking out i was able to get the stud in the vise and crank it as hard as i could and then rotated the 3rd member. I got both of mine out that way.

if there is any bolt sticking out,i usualy weld a nut onto it and wrench it out.works almost every time.
