Title: vw deisel 1.6 swap, need some advice

I found a vw deisel, 1.6 non turbo in my area for $100, before i buy it, i was wondering what other costs I might encounter if i choose to buy it,   and if the 1.6 is even woth it, and maybe I should wait for a 1.9turbo,  etc.  I havn't looked into it to much yet,

If it were me, I wouldn't swap to a diesel unless it was turbo diesel

Cost will depend on which car it came out of and which accessories your getting with it.

I ran two different 1.6 NA's in my sami (an old tired one and a freshly rebuilt one), then built a custom TE04H turbo setup.  Then I added propane injection.  Here's my advice:
The big advantage of swapping to the 1.6NA is fuel mileage; I got in the 30MPG range on the street with 33" SSR's.  Power is a litle disappointing...feels kinda like a stock 1.3.  Good torque for off-road though.
The swap is fairly easy if you buy a kit from Acme Adapters www.acmeadapters.com.  I just used the bellhousing adapter and flywheel from them and built the rest...took about 18 hours total.  I got my first 1.6 for free and was into the swap about $600.  I sold my built (cam, wiseco pistons, ported/polished, weber) 1.3 for $500.
The time it took to build the manifolds for the turbo was huge...if you value your time at about $.10/hr it might be worth it, but I wouldn't do the same thing again if I had to.
The propane injection with the turbo was an easy project, good for about 15-20% more power and a few extra MPG (IDI engines don't benefit from propane like DI engines do).
All finished, I was probably close to 100HP with my little 1.6, but I had the pump turned way up and couldn't keep my foot on the floor for long without exceeding EGT limits. 
Here's what I would do:  If you're looking for killer fuel mileage and don't care about power, swap in the 1.6NA.  If you want more power than your 1.3 has, find a 1.9TD (I searched for months and only found them for $1500+).  If you're not set on running a diesel, I would say to go for a different swap...the 16V swap is fairly easy and common, and nets you plenty of power.
