This reminds me..I know a guy in PA who looked into these things and possibly becoming a dealer. I need to follow up and see what his experiences were/are.

Not sure about Zuki's, but many cars have used the body/frame as a ground (current flowing). Electrons didn't build up in the metal... or if they do, it didn't stop my cars from rusting out. Oh, and if I hooked 400V up to the body, what would that do to my electronics?
The way to "prevent" rust is to avoid moisture from collecting directly against metal (paint, undercoating, galvenizing) and minimize exposure time (wash out mud, leaves... and allow for water drainage.)
The only semi-effective system I saw was one used by the utility... in MD, if I recall. Each time a truck rolled in, it'd pass over pressure nozzles in the shop floor, washing the vehicle's underside. They said they had fewer cases of rust, until they went with Chevy trucks. (70's Chevy trucks would catch crud *behind* the fenderwells.)

At first I thought it was going to be some kind of sacrificial annode type system.
There sure are a lot of cannot(s) listed; some of which I always thought a sacrificial annode system can help (e.g., protecting areas already around an existing rusted area). Could be wrong there though.
It says it won't induce a shock to someone touching the vehicle because of the paint, but I wonder what would happen if there was a large chip or other unpainted area.
