Has anyone tried these? http://www.partsamerica.com/ProductDetail.aspx?MfrCode=KYB&MfrPartNumber=KG4745A&PartType=50&PTSet=A
I'm getting ready to put new shocks on the back of my 99 Tracker and want to stiffen it up some. Thanks for any input.

Sorry link doesn't work for me, but I can guess.
If you're talking about the KYB GR-2 (aka Excel-G) they are "kinda blah" stock replacements.
If you're talking about the KYB Gas-a-Just shocks, and you're not planning on raising your tracker, GET THEM. I got them for mine and they really do stiffen it up. It seems Gas-a-Justs are good higher-performance shocks at a reasonably economical price, without spending a fortune on Bilsteins or Konis. I get them for all my family's cars (that have spring suspension - my bro's Lincoln has airbag suspension all around so I put Monroe Sensatracs on it).
if you are, however, planning a lift in the future, there may be more options available like Old Man Emu etc.

or Konis.

Koni!!!
At least a brand who's made stiffer shock for Vitara/GV.
I checked all other brand, but I never checked Koni! :-[
