Ok, i noticed now that the idle will be normal 800rpms and sometimes, it will climb up to 2000rpms! i went to check the throttle body. saw under the hood on the diagram, it shows "throttle positioner", not the sensor or "tpi" but this little thing with a rubber boot on it, well, which was a boot. my problem is i dont know the exact name for the part! and cant find it since i lack the true name of the piece! maybe sol-vac? when i touch this prong on it, the idle returns to 800rpms, but when released, the idle wlll jump again. the boot on this piece was all shredded up, maybe due to age? but i need to replace it, anyone have any idea what it could be? all vac lines are ok too. also sometimes when i push the accel pedal, it feels like it gets stuck! all this only happens once the engine is a operating temp! also after driving the i restart, it will die out unless i give push the gas pedal a bit to keep it going then once on the road, it wont do after like 5mins

Its called the Throttle Opener.

Looks like a "Dashpod" to me. The Dashpod prevents the trottle plate from slaming closed in the throttle body. & hurting the throttle plate. They get worn out & start sticking, this causes a "high idle cond."

Its a sprung loaded plunger. It holds the throttle slightly away from the throttle stop screw during starting. Once started and warmed up the ECU switches the TOVSV (Throttle Opener Vacuum Solenoid Valve). The vacuum applied to the Throttle Opener draws it back so the throttle then closes against the throttle stop screw. If theres a vacuum leak or a bad VSV then you get a permanent fast idle.

Yes, it's not a "dashpod" if it has elect. or vac. to the other end. Could only see one side from the three pictures.

yeah, i see a vac line connected to it, but the idle is not permanently high. It seems to just get stuck only when i restart the motor again after I have just driven it. all vac lines seem fine. sometimes too the gas pedal will get hard! like it gets stuck as well! any ideas that might help>? thanks for everything so far!

Check the routing to make sure that there are no tight bends in the cable routing. If that looks OK then the cable is probably frayed and in need of replacement.
