I heard that if you do a SPOA lift a pan hard kit is a must just wandering if this is true

Nope! Well, not most of the time. If you had lifted springs or something else broken in your front end a panhard bar would help hide the issue.
I would recommend getting at least half of a High-Steer kit. That should eliminate bump steer. Then just make sure your tie rod ends are in good condition, otherwise you will get a lot of death wobble.

Nah, panhard kit is the bar that mounts to the frame and runs to the other side of the axle. It is basically like the top of a 3-link kit. The only issue is it can limit your flex a bit if you have soft enough springs. A Sammy in our club was running it, but it ended up interfering with his power steering setup so it pulled it off. It fixed that problem you run into where you have one tire flexed out and it swallows up all your steering. :D
