Title: Carb ?

Hi
I have a 1988 Samurai with stock carb.
I believe that the plate of the secondary jet is not opening because there is no hose attach to the secondary actuator and also the carb do not have the vacuum switching valve.

What I have to do in order to put the carb to work properly ?
