Problem:
1.Slightly rough idle and wants to die when first accelerating (like an accelerator pump but this is fuel injected)
2.Check Engine light on and won't go off (checked the duty cycle switch)
3.Won't read out error code (not even all clear) when test terminals jumped (is this just jump #2 and #3 terminal?
4.Relay clicks when in the on position with key and vacume valve under hood.
I tried replacing the relay and vacuum valves (red and blue) what I thought was the ECM (at left foot of driver). Did not help at all. These things are tough I can still drive even though it is a 5 speed.
What to do next? If I find an OBD I tool will it read out? Has some one had this problem?

Check your timing, for vacuum leaks, plugs, wires, cap, rotor, and EGR system.

Thanks for the help I will look at the rotor/cap and check for vacume leak. I did pull every spark plug wire one at a time from the cap while the motor was running and could not find one that did not make the idle rougher. If it was the EGR would an error code show up? and Why can't I get them to read out?

I bought my tracker early April. The girl had just smogged it due to a repair, the repair was a small EGR solenoid and wire on the motor. It caused her (my) tracker to
1) have a slightly rough idle and stalls when accelerating
2) check engine light was on
but i don't know if it did the same as 3) and 4) in your case.
but it could be a possibility. I can send a pic of the part she replaced on the engine for reference. replacing it (cost over $200) solved the problems for her before she sold it

I have a tracker in the garage so I could just replace the part. Does anyone know if just jumping the two wires on the test block will read the codes or do I have to put a fuse somewhere and if so where? I did not see any free spots in the fuse box under the steering wheel.

Now I don't know much about my little Tracker (yet) but I hope this helps. Might be a little help in troubleshooting. I know she was having the same symptoms as you before she fixed it and before I bought it. This little wire cost over $200 (I think about $230) to repair!!! So definitely troubleshoot before replacing.
