One thought is to take your spings to a speed shop that specializes in circle track cars. They should / may have a spring measuring device and can put your spings in there and tell you the rates.
OR
You can set up a controlled experiment where you place a known weight on the spring and measure the deflection.. This will tell you the rate by subtracting the compressed length from the free length and deviding that into the know weight that you used. Should get you a lbs./in number that's close.
Say you have a 12 in spring when unloaded. You put 300 lbs on it and it now measures 10 inches...
12in - 10 in = 2 inches
300lbs / 2" = 150
150 lbs/in
Good Luck, Eric

I don't have springs to measure, I found an XL7 in a salvage yard and was looking to see if the springs would be a similar spring rate to the early model Trackicks. We know 99+ GV`s give 2`lift, but they`re too stiff for the roads around here, was just wondering if the XL7 had a softer spring.

The XL-7 are actually a little stiffer. The fronts are about the same if not the same as teh GV, but the rears are stiffer to handle the added weight.
