Sounds like just the inner fender to me.  I have some little holes in my inner fender.  You can buy them pretty much from any after-market place.  Should just be welded in with some spot welds.  With a drill and an air hammer it would be pretty easy to replace, I think.  Just drill the spot welds out and separate it with the air hammer.

Try looking from underneath - it should be pretty easy to see what is frame and what is not.
