Are 31x9.5 tsl's too much for an auto tracker too turn over in the mud?

No, but they may not spin them quickly.  What year Tracker do you have?  Depending on the gears you might be able to pick up some 5.12 ring and pinions from a manual and use them to drop your ratio a bit.

I have a 95 and I am planning on installing some 5.12's. I just don't want to lose too much power

I have a 95 as well. Put in the 5.13's, you'll love it!  Perfect for 31, 32 even 33"s.

some more food for thought on those tires...  i ran them for 3yrs, loved them, not the best on rocks cause the tread is only 7.2 wide i believe but the point is they are lighter than your wider 31's, so this reduces your overall rotational mass.  for ex when i had these the weight was 47lbs per tire, my new tires are an inch taller and weigh in at 57lbs each, the difference in power is notable.
