Title: What's that in the picture?

hey people I just saw the picture of the trail tough axle and the third member en the left wich seams to me to be a sidekick one has small gear teeth next to the ring gear. What is it?
Is it an Eaton mechanical locker , the speed sensitive locker provided in some chevy trucks?
how did it get there? any answers pleases.
I'd really would like to fit that in my third member...

I think its for the anti-skid brakes??
