Im kind new to the mechanic world and dont want to get into a big mess without knowing. If I bought a body lift how hi can I go without having to get new brake lines, having to mess with the steering and other things?

NO. Don't do it. Pointless. SO many other options that are SO much better. Some vehicles a body lift is useful, the Samurai isn't one of them.
(my 88 4Runner has a body lift to clear the 3.4 without hacking the hood, not because I wanted a taller truck)

I am now thinking of a 2" body lift with a 2" lift shackles as well but have to wait now tilll I get a job.

2" body lift will work, but anything taller then a 1" looks a bit off in my opinion. If your just looking to run 30" tires I would save up and put on some OME 2" lift springs instead. :)
-
whats a good cheap place to get those springs?

Yeah, a good low budget approach would be rears up front, CJs out back. Havent seen this setup in spring under though.

Low Range Off-Road is usually pretty competitive. And they have a really nice web page for browsing. :)

my samurai has a 3" body lift on it now. It is at the shop getting a link suspension and coilovers on it now. When its done the body lift is going bye bye.
