Does it do any harm to run in low range with the hubs not locked in and what is turning for gears and such in this mode? Thanks--- Greg

I've done it, bored in traffic on the freeway, just to chirp the tires >:D
but I don't know of any problems that it could cause, the stub shafts
would turn in the hubs a little but other than that ??? what could it hurt
As far as gears turning, all of the low range, t-case chain front shaft and diff
gears are all moving when in 4wd low, regardless if the hubs are locked in or not

I should not hurt any thing. The only difference in running with or without the hubs locked in is that the front axle shafts are not locked to the wheels... ie... all the same stuff is turning like your in 4x4 (tcase gears, drive shaft, axles), but they are not pulling at the wheels.
