what angle do ii mount my spring perchs when welding to my axles

Unless your running longer shackles you usually want it at the same angle it is currently.  I have done this by using a level on the bottom perch and a second on the top perch.  Another option is to use the Sky Manufacturing Spring pads.  They will sit right on top of the lower perches and help you avoid the issue of axle wrap tearing your spring pads off.
