When they do the gas cap inspection during an emissions test I am wondering if the tester will notice my filler neck and fail me. I am thinking of putting some RTV filler over the holes, maybe in black. What do you guys think? What should be where the white caulk is?

When I lived in Virginia, they would pull off the cap and make sure that I didn't mess with the hole design of the fill tube, whatever for ?? as there hasn't been leaded gas available for dozens of years.
Since you last inspection, did they?
What state?

Illinois. I haven't had this vehicle inspected before.

When the fuel cap test is performed they fit your cap to an adapter that hooks to the test pump which tests the cap for leaks. They may not even notice the filler neck but I would recommend replacing it because it could lead to other problems such as rotted out fuel tank or water in the carb.

If the filler neck is connected to the tank with a rubber hose, or if it can be disconnected easily in some other way, I suggest that you get a new one. You should be able to find one at a junkyard that's in better condition than yours.

Gas will melt RTV!

In GA, they take the cap off and put it on a thing that presurizes it and checks leakdown. They don't look at the filler neck on the truck at all.
-
They may not look, but from the looks of the picture, they won't be able to pressurize the tank for all the rust holes. I still vote for a replacement filler neck.

FYI: They pressurize and draw vacuum on the cap, not the filler neck.

OK, I see. No pressure on the tank.
But I still vote for a new filler neck.
Besides, I always fill mine up till I see gas. If I had those holes in my filler neck, I would be pumping gas all day.

I vote for new filler neck... cheap insurance :-/
