Title: Turn Signal/Wiper Cluster rocks side to side

my 98 tracker turn signal/wiper cluster is lose & rocks from side to side, I can see no way to tighten it up as the clamp on top is riveted on.  Is this normal, or is there some hidden screws I haven't found that are loose?

My 96 does exactly the same, under the cover, slight rock.  Turn signal/back up light fuse blows intermittentl, don't know if that is the source.
