I have been having trouble finding info on lifting an Xl-7. 1st question is, are the GV and Xl-7 the same suspension platform? if so, will a GV lift work for a Xl-7? 2nd question, how big of tires will I be able to run? I am looking for a not to suddle lift but not something that is just rediculous. I am also open to suggestions on what else i should use IE: lockers, rims, gear ratios, etc...

First gen XL-7s (01~06) are essentially a stretched first gen GV (98~05) with a bigger engine and some drive line differences. Some lift kit components will interchange however the XL-7 is larger & heavier, so springs with a higher rate are required to achieve the same lift.
The rear differential is larger which will make finding higher ratio ring & pinion gears a challenge, also, depending on the year, you could have an electrically shifted transfer case, making transfer case reduction gears a challenge.

You could try Calmini Manufacturing (http://www.puresuzuki.com/2.5%20Lift.htm) for a lift kit - for 01~03 XL-7
