Title: Samurai problems

I have an 88 samurai I've had for a year or so and It never has ran right. Won't go past 57 mph and it's tacked out running loud when it's at 57 and won't idle for nothing. Could it be timing or carb setting or maybe catalytic converter?

Lack of power could be all three of those things. I would suspect the carb before anything else.
