Title: Is this correct? timing 1.6 16valve

I'm assuming I goofed somewhere and everything needs done from scratch.
Setting crank to 12
Pulling timing belt off
Setting cam to #4 cylinder valves closed(checked by blowing hose)
Putting belt back on.
Turn two revolutions on crankshaft to relieve tension on belt
Set #1 cylinder to tdc with valves closed(checked by blowing hose)
Checking that rotor is at 1 oclock.If not pulling disty and setting it to 1.
Is this correct?

Took the belt off tdc on crank
put cam on#4 closed

Did everything above and still won't start.Getting fuel and spark.Did a compression test on #1 105 psi my adapter got stuck,so calling it a day for now

Hi, my name is zoran. I'm from croatia and i have suzuki sj410.
Maybe you have cable of 1st on fourth and so on?
