Title: Fold but no tumble

The back seat of my 90 Tracker will fold forward but not tumble.  I am pulling back on the rod that comes out of the back of the seat.  Any ideas on how to get it working?  My owners manual is from a model that had a split seat and is no help.  Thanks.

Mine has a handle that comes out from the rear of bottom of the back seat.  Just gotta pull and lift at the same time, buts its not very easy to do.

Ive seen rigs where the bottom latch had the cotter key sheared off and the handle was missing. If I didnt knoe better I wouldnt know it was supposed to be there.
