Title: 1993 16v sidekick High idle, bleed screw all the way down

I just bought the truck and fixed a blown head gasket, now I am trying to time it but I cannot get the idle to go below 2000rpm and the idle bleed screw is bottomed out. I have checked all the vacuum hoses for leaks. Checked egr by pressing the valve and it makes the engine sputter. I also check iac by pulling the Q hose off of vcv and sucking on it dropping the rpm.
