My 02 tracker 2L is somewhat like my old 2 stroke, needs to hit around 4000 rpm before it really takes off. Is that normal or is there someway to get the power hit at a lower rpm??

I'd say normal, and at least on my car, it's not that there is no power low down, it's just that it's quite noticeable when it comes onto the cam at 4000

Mine's an 87 Samurai, but there isn't any "power band" without RPMs.  I think of it as a motorcycle with 4 wheels.  I dunno, but I reckon all little 4x4s with gasoline engines are the same.  Back in the day, folks were fond of swapping in VW Rabbit Diesel engines, but I think that was a flash in the pan. Although the diesels might have had some torque at low RPM that we don't get with gasoline engines...
