1.3 1991 Sammy with Calmini header, 2 inch exhaust, 235/75/15 tires, 80p.s.i of engine compression, new plugs, new wires, cap rotor, stock gears and fuel injection.
I can only get the speedometer to hit about 60 and the fuel ecomony is about 19 m.p.g. Is this normal? Any suggestions ti remedy this problem?

no that does not sound good, I can get 19 with my 33's on my sammy. start with ecm codes and timing, could be temp sensor or your engine runs too cold? could still be in open loop.

80 psi or did you mean 180psi? 80psi is a problem.

I had a sick G13a which had between 140 to 150 on 1,2,3. No 4 was out for lunch |removethispart|@ 90psi.
I'd say 80 would be luck to running ???

Check your tire pressure. Pump them up to about 36 psi (more if the tire is rated for it, and you can stand it) and see if that makes any difference. My fuel economy drops significantly if tire pressure is down.
Did you correct your speedometer and odometer readings to compensate for the larger tires. With a larger tire, you are actually going farther per revolution of the tire than the gearing in the speedo head is set up to register. You need to correct for the shorter distance that you are registering.

80psi? rebuild and put a weber/KN on it...but what do I know...?

Sorry, I made a typo-180p.s.i.
I readjusted the throttle position sensor and the power came back. I will have to run the engine for a while and see if the mileage improves. Thanks for all of the info.
