I just got myself an 87 samurai, bone stock as far as i can tell. I got $500-1000 left to make it something. I am not looking to turn it into a major beast, just something I can take out and have fun and still beable to drive to get there (street legal). most the driving will be in a forest setting, so it will have some basics , mud, dirt, bushes, trees, minor rocks. this is my first 4x4, and I am reasonable handy with cars/tools and have the basics. where should I put the first $500-1000. after that my wife will flip, so i might not get a chance to do much else for a while in way of upgrades.

The single and cheapest thing I
did to improve the offroad performance
was a rear locker, about $250 and
you will go places you never thought
you could get.

I agree with all the advice the guys have given you but can I make a suggestion...
1) Clean up the Sammi real nice
2) Get a real romantic catered picnic basket and bottle of wine
3) Pick a beuatiful trail with a wonderful picnic area
4) Take your wife out on the trail for afternoon or evening
Cost.....$100.00
Wife on your side....priceless
Watch your budget grow.....
