Title: Mystery lights

I've got a 97 Tracker (recent purchase) and it has these little fog/driving/whatever lights mounted just below the main part of the bumper.  Originally I thought they were some aftermarket crap the PO had put on there but I've seen another Tracker with exactly the same lights.  What are they and how do you turn them on?  I can't find a control for them (but then I couldn't find the hood release either without asking!).

Is it a sport?
I also have a 97 (non-sport) No extra lights.
Maybe they are day time running lights?
Going on when the E-brake is off or shifting into Drive.

Maybe they are Added by Previous owner?

sports don't have them either.
