But why buy tires twice?
I'd decide what you want to do with it, and decide what size tire you want.
Do your lift and then buy the tires/wheels. If you're not scared to trim the fenders a little, you can fit 31's with a 3" body lift, which is the cheapest lift($200 bought, or <$60 if you make it), plus you don't have to worry about longer shocks, strut extensions, alignments, etc. that you need with coil spacers.
Later on, you can always add a suspension system.
