swing out bumper input please

i wanna fab a swing out tire carrier for my tube bumper.  beefing it wont be a problem i just cant figure out what to use for hinges and locks.  mostly the hinge.  pic or thoughts would be great.

I'm interested in the replies as I have a stout rear tube bumper that I am trying to figure in a swing away tire carrier.  I'll let you know if I come up with a feasible plan

I just posted the following on "the other forum" and I just thought I would add it here for good measure.

I'll be ordering one of their hinge tubes in the near future.  I like the fact that it is machined out of one piece of tubing, not an assembly using sch40 or sch80 pipe.  I already have the axle stub, bearings, seal and cap so this is the last missing piece.  Now I just need to build my 3" body lift so I can get started on my bumpers.

For latches check out Austin Hardware for the De-Sta-Co latches/clamps.  They have pretty good prices and a great selection.
