weber 34 on an 87 samarai 1.3

I thought I'd rebuild my hitachi until I got it far enough apart that I don't think I'll ever get it back together, but it was fun ripping it apart anyways. Now I get this 34 from some outfit in N.Y. who also sells on ebay as well. They said they were sending the water choke carb, but it was electic. the directions were crap. I basically ended up Identifying the three or four hoses that I needed to keep and some black/white wires to connect to the electric choke it comes with. They sent the wrong linkage adapter kit, so I jury rigged my own till they sent the right one. I spent so much time trying to figure out what the hell they meant on their over informative directions that I overlooked a couple of flaws on this carb, and will end up having them exchange it anyways.

Here are the questions. Do I absolutely have to put a fuel regulator on this, and will it hurt if I don't do it immediately? How much should one cost, and what is a decent one to put on? Are these regulators cut and dry for how they are adjusted or do you have to have some kind of a pressure guage?  I am also wondering (since I have to pull this one off because of some serious casting flaws that I should have noticed when I put it on) if there is anything that should be done to the replacement carb, performance wise,  before I put it back on. Also, Is there a trick to adjusting this carb for maximum performance. I am obviously no carb expert, but also can not afford to have an expert tinker on it yet. I just want it to run smooth, and get good gas milage. It would also be nice if it started easy and ran good in cold weather. I assume it should if adjusted properly. Any help appreciated.
