Any good cheap test equip for setting fuel mix and checking rpm?

I am tuning my vehicle. Getting a penske timing light. I don't have a tach but wouldn't mind having a tester to check it and some kind of tester for the fuel mix ratios. What about checking the efficiency of the coil, distributor etc. Maybe I need a better spark.

I get crap milage out of my weber and want to maximize my power and milage. It's on a 1.3 with a weber 34 and no header-yet- ( Can't decide which header to get either- Thorley lookes like the real deal- though pricey.) Then again, the muffler is shot along with some of the exaust pipe.
If all criminals were behind bars, there would be no one left to patrol the streets.
