The clutch cable is, from an electrical standpoint, always at ground potential - it cannot "ground out" because it is always "grounded out".
Your clutch pedal assembly MAY have a clutch safety switch, if fitted that switch is electrically located between the ignition switch and the starter solenoid and interrupts the circuit when the clutch pedal is not depressed preventing the starter from engaging when the key is turned to start, unless the clutch pedal is depressed - IF the ignition switch were leaving the starter circuit energized, AND IF there was a clutch switch, the starter would engage every time the clutch was depressed - so - you're back to a possibly defective ignition switch.
How do you solve the problem - you get a test meter and look at the voltages - start at the starter solenoid control terminal - is it being energized when it shouldn't?
