You're in a very challenging situation, you're in a state which requires emission testing, with a vehicle that has had it's emission equipment removed by a previous owner, and to complicate it, you're not familiar with emissions control systems.
The purge line being referred to is most likely what is known as the EVAP purge line - the Evaporative Emission System purge line - this is a system designed to trap gasoline fumes that evaporate in the tank and store them to be burned in the engine rather than vent them to the atmosphere - it's a fairly complex system of pipes & hoses that connect to a fuel tank vent at one end, a storage canister (typically mounted under the hood), purge valves that control flow, etc..
Your challenge is going to be figuring out how much of this has been removed and needs to be sourced & refitted - I doubt that this is a simple as connecting a tube between point a & point b
To make a long story short - on a vehicle of that age, I don't think you'll be able to do it, short of finding another vehicle which still has everything to scavenge it from - so you need to look for a way around the need for emissions testing, either using the vehicle as "off road only" if that is permissible in your neck of the woods, classic/antique registration, again subject to local law.
