my 95 16v tracker is having some throttle issues. when im driving (sometimes, mainly when hot and driving on road) i push the gas pedal down and it just says there and slowly comes back. this is fairly dangerous on icey roads when i shift and it revs to 7000 and i let it out in 2 or 3rd the rear end goes crazy. it doesnt appear to be stickin when i pull the cable on the engine. i also sprayed down the peal linkages. is there something im missing

I would get a new cable.

Since that is the ultimate solution, you might remove the  old one now, slide the cable out and give it a nice coating of lithium grease then re-install for use until the new cable arrives.  It is possible that the cable has a broken strand that snags on the inside of the casing causing the throttle to "hang".  If that is the case, then applying lithium grease won't help much.

Since your truck is 1995,  there is a good possibility that the local auto parts store may have one in stock or available in 3-5 hours.  I have found that getting parts at a parts store for '96 or newer can be difficult.
