It could be an indicator not to take the car over a certain number of RPM's until the car warms up (given that it turns off after driving for a while)

According to the Chevrolet Shop Service Manual this is a charge level indicator.  Meaning there is a low charge situation.  Found this in three diffrent spots in the manual.  How that looks anything like a low battery or even a sad battery is beyond me.
