Already tried it with the gas cap off and that wasn't it. I'm gonna drop the tank next and if that doesn't do it then I'm probably gonna drop the money on a weber. I'll add the line as well, Thanks for the tip. Any other suggestions out there?

just check the general condition of the lines. If a line or hose is cracked or has a pin hole could be sucking air and causing the problem.

I had a crack in the top of the fuel line coming out of the gas tank, didn't notice it until I dropped the tank.

Final issue ended being A) The cracked fuel line, B) Bad Fuel Pump, and C) Plugged Carb.  Now that all three are replaced, it seems to run fine.  :P

I found a carb that I'm thinking of getting 32/36 Model DGAV-33B1. The carb does not come with an adapter plate so is that something that I would have to pick up as well? If so, how much we talking?

Ok, I dropped the tank and there was no sock filter in there, I cleaned it out as good as I could and it didn't look to bad in there. I replaced the 3 smal rubber hoses coming from the fuel lines and the 2 hoses from the fuel pump down to the fuel lines. I put it back together and it seems to be running great however, I can't get anything up above the gas tank to get that freakin hose clamp on the big hose going into the top of the tank. Any suggestions. By the way, It's leaking gas because of it.

I had to put that one on while the tank was dropped.  The easiest way is to put a jack under the tank and drop it until you can get access.

Tried that, There is litteraly no play at all in that hose and no room to get a hand in between there.

I disconnected the hoses at the other end.  But I have an SJ-410 so the plumbing might have been a bit different.  Beercheck's idea sounds good though.  Just make sure you have some metal to cover the hole back up with.  :)

update:
 I removed the back passenger tire and got a long pair of needle nose pliers along with a long screwdriver. I was able to get to the clamp and get it back on. I also found a small leak and was able to replace a hose clamp and tighten it down. I do have one more hose clamp that I need a little longer screwdriver to be able to tighten but the most important thing is that i have fixed the problem with it starving for gas.

What about the redneck carb clean. Maybe something is floating around and blocking up a passage. ??? ??? I would try that since it can't harm anything. ;)
