Is your throttle resting on the screw when at idle or is it held back by the throttle cable?

When you say it is idling to high, what is it idling at?  1500 or 2000?  1000?  600?

Sounds like your cable is short, to adjust it, look on the left side of the photo, there is a nut on both sides of the bracket, loosen the one on the back side, that will allow the cable to go forward. If that won't work, bend the bracket forward, this will allow your throttle stop to rest against your idle adjustment screw.
