That pic scared me and I've done a few of them.

I usually refer to the FSM and work from their.  

Hope someone else can be more specific based on your pics.  

I'd check the Secondary with a vacuum pump to make sure it is capable of opening.   Not stuck / sticking.

I took the diagram - held it up to the engine and got lost - nothing matched. :-[
