on the 4 door I have here the ecm and the two relays are about two inches appart, I would pull the ecm and smell it, if it smells ok put it back in and then pull the relays and try to open them up and look inside them to see if the contacs are ok, on my samurai the ecm relay turns on the ecm power and then the fuel pump relay gets its power from the ecm so swapping out the relays will not work if one is bad, hope that helps.

This is really starting to sound just like the problem with the 93 Tracker I have. The previous owner traced the wires, hotwired the pump and replaced the relay and it still wouldn't work. Turned out to be the ECM. The ECM sends the signal to the relay to turn on the power to the pump. As long as you have the wires connected to the pump, it should run for a second or two when the key is turned on, even without any hoses connected...
Had a cool sig pic till I changed the text... sigh...

Thanks everyone for all the quick responses and everything. Turns out it was the ECM after all and needs to be rebuilt or replaced or whatever!

Anyone know where to get a cheap used or rebuild ECM?? I live in Grande Prairie, Alberta Canada... I got a quote from my used import parts dealer and he told me $750 canadian for a used one. That seems a little steep to me... maybe I'm wrong?
