Keep at it. We had the same thing here. OHV4TN did a huge push to get some trails opened with the federal money alotted for off road recreation. We (being Southern Four Wheel Drive Association) jumped right in to help out and actually did ALOT of the foot work to get it passed through all of the red tape BS.
Long story short, by the time all the red tape had cleared, there awere aread approved to build and maintain trails within BUT, 4x4 trucks were specifically EXCLUDED by a wheel base and vehicle statement within the BLM's paperwork. Motorcycles, atv's bicycles, horses, hikers, etc... were all included, BUT no 4x4 trucks. We asked at the meeting WHY they excluded us and they commented "we had no idea there was an interest in such a thing"

. The entire time they thought we were all ATV riders

After a few more months they approved a revised version with us included.
