I believe the bumpers are designed that way so that the frame is not the weakest point.  The frames are so thin I'm suprised they stand up to as much winching as they do.

waht do you do about infilling below the bumper down to the A arm pivots, where a skid plate usually starts from?

It would be easy enough to take it to a sheet metal shop and have them fold some thing up out of 3/16' plate to go from your x-member underneath to the bumper.
