1996 tracker major problum?

I have a 1996 Tracker I bought for 200.00 bucks, and drove it home.  It was running like crap so i did the usual.  New Plugs, Wires, Cap, Button, Alternator, battery, oil change, run a couple bottles of fuelinjector cleaner through it.  The check engine light is on but I dont have a scan tool.  The cat is hollow and the rear 02 sensor is not there they pluged the hole.  After I start it in the morning it runs good while it sits there.  Let it run for 15 min because it is could up her (maine) While I am driveing it skips and bucks when I stop at the first stops sign it dies.  Start it back up and it bounces on the rpm's between 200-800. It will do that for a while then it will creap up to 800 and run fine untill i shut it off and start it again.  I dont know how much milliage I shoul be getting but I  get 140 To a tank so it seams afuly low.  I found the egr laying on the motor there was no bolts in it.  I took it out and cleaned it up with carb cleaner put it back on it still ran bad.  I also tried to clean the sensor on the intake that I kept reading about but still nothing. any help woul be greatful.  Ohh by the way it has 120000 on the motor and it dosent tick or make a sound.  Off topic a little is there a way to calibrate the speedo for the 31 i put on it?

I had the unsteady low idle and stalling on my '96.  The Check Engine light was on and the OBD was throwing an EGR code.  Check the steel tube that runs from the EGR to the head and the port in the head.  They may be clogged with carbon buildup.  It builds up in the end of the tube closest to the head and in the head passage.  Clean the tube and passage in the head with a wire and some carb cleaner.  Good luck. 

Even with the issues, a Tracker for $200 that you could drive home is one hell of a deal...

Cleaned what you said and it diddnt help.  If i throtle it up to like 3 grand it drops to 300 instantly than almost stalls.  I thought it was suposed to stop around 1 grand and lower its self to the 800 idle its suposed to have?  I am only getting 16-18 mpg with stock gears and 30/9.5/15 i think that is bad.
