hard starting and draining fuel filter

1.3 liter, weber carb.  Really difficult to start if it sits for more than 2 hours.  After each shut off, I can watch the fuel drain out of the fuel filter, it takes no more than 30 seconds.  Seems to fill back up quickly.  Just put on a new fuel pump and checked all of the hoses for leaks.  What do you think?  It seems to run fine and idle after I drive it for about 2 miles, but prior to that it dies each time I come to a stop, I have to keep reving it to keep it from dying.  I'm stumped, as I'm new to the samurai world.  Help!

There is a small black check valve in the main fuel line next to the gas tank if that is where you think it is going!

Possibly a weak mechanical fuel pump. Check to see if it is 'seeping' gas or other fluids.  Anyway, they are not too expensive nor to difficult to replace. The second problem is probably an incorrectly adjusted choke circuit which is making the trasistion from cold to warm operation difficult.
